NOTICE OF COMPLETE APPLICATION AND PUBLIC MEETING RE: PROPOSED ZONING BY-LAW AMENDMENT
TAKE NOTICE that the Council of the Corporation of the City of Timmins will hold a public meeting on Monday, February 2, 2026, at 3:00 p.m. in the Council Chambers, City of Timmins, 220 Algonquin Boulevard East, Timmins, Ontario, to gather public input regarding a proposed Zoning By-law Amendment under Section 34 of the Planning Act, R.S.O 1990, c. P. 13, as amended.

THE PURPOSE AND EFFECT of the proposed Zoning By-law Amendment is to allow for a second, single detached residential dwelling unit to be established on the subject land through Special Provision SP6.199. The subject land is divided into three zones as per the City of Timmins Zoning By-law 2011-7100, being Residential Estate Type 1 (RD-RE1) SP6.89, Rural (RD-RU) and Rural Flood Fringe (RD-RU-f). Special Provision SP6.199 will apply to the subject land that is zoned Residential Estate Type 1 (RD-RE1) SP6.89 and Rural (RD-RU).
ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendment.
If a person or public body would otherwise have an ability to appeal the decision of Council of the City of Timmins to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Timmins before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Timmins before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
Please note that the rights of third parties to appeal Zoning By-law Amendment decisions to the Ontario Land Tribunal have been restricted under the Planning Act.

Following the significant snowfall received on December 29, 2025, combined with blowing snow and reduced visibility on December 30, 2025, the City of Timmins’ transportation network remains in severe winter condition.
The City is currently under a Significant Weather Event as defined by the Minimum Maintenance Standards for Municipal Highways (Ontario Regulation 239/02). At this time, some residential and rural roads remain impassable. The City’s Connecting Link is reduced to a single eastbound lane, with a single lane in each direction in the narrow four-lane sections of Algonquin Blvd. and King St. Nearly all sidewalks are currently obstructed.
The City of Timmins, Public Works Dept. is actively responding to these conditions. The immediate priority is to ensure that all roads are open and passable and lane widths are re-established on the Connecting Link. Once complete, crews will focus on widening high volume roads and collector roads like Airport Rd., arterial routes like Hwy. 67 (Municipal Rd), followed by residential roads. Sidewalk maintenance will be delayed, with crews clearing high-volume pedestrian areas first.
To support these efforts, the City of Timmins is reminding residents that under the municipal Traffic By-Law, blocking of traffic is prohibited, including parking in the roadway so as to prevent the movement of vehicles. With some residential roads limited to one lane, it is important that residents do not park in the plowed section of the road. Cooperation is critical to allow snowplows and heavy equipment to operate safely and efficiently.
All scheduled snow removal has been suspended. Public Works crews will focus on widening streets and travel lanes. Cuts will be made to snow banks to make space in the roadway. Priority will be given to areas with limited snow storage, high-traffic collector roads, and bus routes. “Road Closed” signage will be posted during active operations.
Snow removal in Schumacher will require residents to temporarily move their vehicles off the roadway to allow crews to complete snow removal and additional plowing. Public Works will begin snow removal in Schumacher on Monday, January 5, 2026, starting on Brundy Ave., Croatia Ave., Grant St., Father Costello Dr. and Vipond Rd. This schedule is intended to provide residents with sufficient time to move their vehicles in advance of operations.
Residents are also reminded that placing snow from private driveways and walkways onto City streets and sidewalks is prohibited under City of Timmins By-law 1993-4162. Moving snow from a driveway onto roadways or sidewalks can create safety hazards, obstruct pedestrian traffic, and reduce visibility for drivers.

UPDATE: The landfill has been reopened and continuing their regular operating hours.
The City of Timmins Environmental Services, Waste Management Department, wishes to advise the residents that the Deloro Landfill on Pine St. S will be delayed in opening due to excessive snow accumulation during the significant weather event. The department is working diligently to clear it to allow safe access for the resident.
The Waste Management Department understands this may cause inconvenience and appreciates your patience as we continue to clear the snow. An update will be provided as soon as it is safe to reopen.
