Council’s $4 million dollar increase to the City’s “grind and pave” budget means that roads like Riverpark and Vimy have been added to this year’s asphalt contract. The City has agreed to spend $5.7 million with Miller Paving Ltd. to complete asphalt repair on 9 kilometres of roadway; 5 kilometres of surface treatment on rural roads; pulverizing and surface treatment of Government Rd. N.; pavement restoration of three municipal parking lots; paving of the Timmins Cemetery expansion; and, asphalt restoration along Crawford St. N. following the installation of new watermain.

The original plan, which called for approximately 4 kilometres of full-width road rehabilitation, was expanded with the added investment to include roads that were under some public scrutiny.

“Vimy Ave. and Riverpark Rd. are welcome additions to the list,” says Scott Tam, Director of Growth and Infrastructure. “We’ve worked with feedback from City Council and from local residents to expedite repairs to a number of streets throughout the city. Riverpark Rd. needs rehabilitation after water infrastructure work over the winter and Vimy Ave. has served as a detour route, with increased traffic, for the last two seasons of Connecting Link construction.”

The City bases its “grind and pave” priorities on feedback from internal departments like Public Works and from a 2019 Roads Needs Study, which has ranked roads based on a Pavement Condition Index (PCI).

“The amount of roadway that can be completed is largely dependent on budget and cost drivers like labour and material costs,” adds Tam. “During this year’s budget deliberations, it was identified that asphalt prices had increased by 27.5% and nearly doubled asphalt prices for municipalities in the GTA. Council’s commitment to investing in the yearly roads program is necessary to maintain our road network.”

Sections of Vipond Rd., Goldmine Rd., Victoria Ave, Wilson Ave., Park Ave., and MacLean Dr. have also been added to the list, which is available online at: https://www.timmins.ca/our_services/engineering/capital_works/2023_capital_works.

Timmins City Council has adopted the City of Timmins Council Priorities for 2023-2026, which will guide Council decision-making and future planning over the current electoral term.

Setting strategic priorities for Council not only improves accountability and transparency, it will allow Council to better meet the opportunities and challenges facing the community.

City Council has identified seven strategic priorities:

  • Housing
  • Infrastructure
  • Safety
  • Recreation and Tourism
  • Economy
  • Environment
  • Core Services

All seven priorities are aligned to meet the City’s current needs and foster a future of prosperity and growth for Timmins.

“Timmins is fortunate that our provincial and federal partners are making an effort to understand the realities of Northern Ontario,” says Mayor Michelle Boileau. “We are seeing an increase in regional funding for Long Term Care and upstream homelessness prevention programs. We are witnessing a revitalization of Timmins transportation network with support for the Connecting Link and the reinstatement of passenger rail service in Timmins. Our strategic priorities will help council apply each opportunity to Timmins’ unique set of challenges and concerns.”

Now that Council has set their priorities, Mayor Boileau will begin to engage with the City’s partners and stakeholder organizations to discuss how Council’s priorities can align with their individual vision and goals.

With Council approval, the City of Timmins Council Priorities document will now be translated into French and be made available to the public on the City’s corporate website at www.timmins.ca.

City Council has provided direction on the City’s annual residential Spring Clean-up Program. Tipping fees at the Deloro Landfill Site will be waived between Monday, May 29 and Friday, June 9, 2023 and the “Spring” Clean-up program will be postponed until a later date. Public Works has been asked to carry out the clean-up and is expected to present an implementation plan to City Council.

The City’s annual program allows residents to set out bulky waste curbside over a specified period in late May or early June. The City will now waive residential tipping fees at the Deloro Landfill site over a similar time period starting May 29, but Council was clear that the program is a core service and canceling it isn’t an option.

“The City did receive two outside tenders to complete work,” says Ken Krcel, Director of Public Works and Environmental Services. “The tender received, that followed the scope of work required, was 609% higher than last year’s contract. Public Works will now be responsible for delivering the program and will provide Council with a plan on when this will be done and how it will work in conjunction with regular waste and recycling collection.”

Residents who have already placed bulk waste curbside are asked to remove it. No waste is to be placed curbside without confirmation of the program and applicable collection dates.

“Moving the clean-up to later in the year is actually a benefit to City road maintenance operations,” adds Krcel. “This will allow us to work on street sweeping and line painting without the additional hazard of bulky curbside waste.”

The City of Timmins Environmental Services & Public Utilities department wishes to advise the public of water infrastructure maintenance activities that may affect water quality on Dwyer Ave., from Les Hall St. to Vipond Rd. This is schedule to start May 16, 2023 from 11:00 a.m. to 7:00 p.m.

All homes and businesses in the affected area could be without water for a few hours as well coloured water and lower than normal water pressures

If you experience brown or rust-coloured water during the schedule water maintenance, it is recommended not to drink or wash laundry with the discoloured water. While it is not harmful to your health, it can stain laundry. Should this occur, it is advised to turn on the COLD water tap closest to the source (usually your laundry tub tap) and let it run for approximately 15-20 minutes or until the water colour has returned to normal.

City staff would like to thank residents for their patience and cooperation during this work.

The City of Timmins would like to advise the public that work on the Crawford St./Ferguson Rd. watermain extension will be begin Monday, May 16 until August, 2023. The project will provide reliable drinking water and fire flows for all businesses and private residences east of Crawford St.

Currently, a single line supplies water to 1,180 water services and fire hydrants to the eastern limits of the City's distribution system. When this main is compromised, flow in the area is limited. The installation of 1,275m of new watermain will provide new services for the properties adjacent to the new main and a new fire hydrant for fire suppression.

Work will be done in small sections with minor lane reductions around the work area. Traffic controls will be in place and drivers are asked to slow down when proceeding through the work zone. The City does not anticipate any disruption to water service while the new line is being installed.

The City of Timmins Traffic Department is providing an update on line painting for bike lanes and traffic disruptions on Theriault Blvd. and Jubilee Ave. The City will begin line painting of the centre turn lane lines on Jubilee Ave. by the end of the month, followed by the centre yellow dividing line on Theriault Blvd., and the white skip dividing lines and bike lanes. Once the bike lane solid white lines are painted, traffic crews will paint the bike symbols within the bike lanes.

Bike lanes installed in the conflict zones on Theriault Blvd. and Jubilee (areas where vehicles cross, merge with, or diverge from a lane of traffic) will have the bike lane dividing lines and bike symbols painted white. Public Works has decided to pause on reinstalling the green thermoplastic surface at this time. The Traffic Dept. is currently researching alternative pavement marking products that will work best with our weather, road maintenance activities, and road conditions. The white bike lane lines and symbols comply with the provincial standards in the Ontario Traffic Manual – Book 18 – Cycling Facilities.

The City’s road stripe painting truck is currently undergoing annual maintenance ahead of a busy season. Line painting is dependent the completion of street sweeping, weather, temperature and humidity to ensure the paint adheres to the road surface and dries quickly. Line painting operations are a seasonal task. The line paint we use between May 1 and October 15 is required to be water-based to protect the environment and public health from the effects of air pollution by reducing Volatile Organic Compound (VOC) emissions.

Note on the Plan:

Sweeping Operations will take several weeks to complete. There is a lot of sand to pick up every year, so we ask residents to remain patient. Weather conditions and mechanical issues play a major role in how quickly Public Works can complete the sweeping operations. Heavy rain and subzero temperatures will halt operations.

Posted No Parking Signs Advising Spring Maintenance:

Public Works would like to remind residents that yellow No Parking Signs will be posted to notify that Spring Maintenance will be taking place for daytime operations. Vehicles not complying with these No Parking signs will be ticketed and towed to allow for Street Sweeping Crew to advance.

Priority Sequence for Street Sweeping Operations:

Day Operation:

Street Sweeping is never done in the area where Sanitation is taken place.

High density residential areas (Older Section of City: one-ways, narrow streets);

Low density residential areas

Night Operation:

Highway sections;

High density commercial sections;

Main Arterial Routes.

Safety:

A reminder to respect safety signage as the safety of workers is very important.

City contractors for Segment 2 of the Connecting Link along Riverside Dr. will be onsite placing traffic controls, staging, and surveying next week. Construction is anticipated to start after the May long weekend. Traffic will be reduced to one lane of traffic in each direction for the duration of work. All access points and entries to roads and businesses along Riverside Dr. will be maintained throughout construction.

In Segment 2 of the Connecting Link, work will be completed west of the Shirley St. intersection to Government Rd. In addition to stripping existing pavement, grading and compacting the base, and re-applying a fresh layer of asphalt, work will include installation of a cement sidewalk between Shirley St. and the Government Rd. intersection. This segment requires less infrastructure rehabilitation and excavation, so work is expected to move quickly.

The first stage of construction will concentrate on the middle three lanes, including the dedicated left turn lane, with traffic moving to the outside curb lanes. Motorists can expect some delays and traffic congestion, but no lengthy road closures. Commercial vehicle trucks will still use the Shirley St. turn to connect with the standard truck detour along Laforest Rd. Some pavement milling in the outside curb lanes will be carried out to smooth entry points into adjacent roads and business entries.

This is the second Connecting Link project this season and, with the addition of a dedicated pedestrian sidewalk, will make improvements to Timmins active transportation corridor. The City of Timmins appreciates the cooperation and patience of residents and motorists using detours and navigating lane restrictions as we carry out over $25 million in road repair work over the next few months.

Please be advised that Mountjoy St. N. will be closed between Messines Ave. and Algonquin Blvd. on Monday, May 15 and Tuesday, May 16, 2023 to excavate and install new hydro conduit for the Centre Culturel La Ronde building.

Messines Ave. will be closed at the east intersection with access to the retail plaza (Pick of the Crop, Midtown Bowl, Starbucks, Little Caesars, Shoppers Home Health Care) and the Holiday Inn Parking Lot from the west entrance of Messines Ave. off Waterloo Rd.

The City of Timmins would like to advise the public that our CCTV and Sewer Line Cleaning project will begin Monday, June 05 until August 4, 2023.

The Engineering Department is advising the residents that we will have crews investigating various sewer main systems within the City of Timmins, camera trucks and vacuum trucks will be onsite. Residents should be aware they may hear gurgling sounds coming from their toilet or sinks.

The purpose of the project is to inspect our existing water infrastructure to proactively schedule maintenance or plan rehabilitation. There are two steps in the process: the sewers are cleaned by flushing and inspected using a process called closed-circuit television inspection (CCTV). A robotic camera is inserted into the pipe at one end and drives the length of the sewer, recording any connections or defects.

The following areas will be affected:
• North of Timmins
• South of Timmins
• South Porcupine
• Porcupine

Traffic controls will be in place and drivers are asked to slow down when proceeding through the work zone.
