On November 26, 2024 , City Council adopted an amended Downtown Community Improvement Plan (CIP) and Community Improvement Project Area (CIPA). The intent of the Downtown CIP is to target areas in
the downtown core that are in transition, need of repair or
rehabilitation, and stimulate redevelopment and revitalization, making
the downtown inviting to the public. The Downtown CIP allows the City to
provide grants and/or tax rebates to assist in the rehabilitation of
lands and/or buildings within the Downtown CIP area.
The amended Downtown CIP and CIPA increases the coverage area for grant opportunities, such as the Building Improvement Grant, Facade Grant, and Tax Increment Rebate. Businesses along Riverside Drive from Shirley Street to the Mattagami Bridge, and in Porcupine, from the Crawford Creek easterly, and King Street from Coott Lane the ONTC property at the railway crossing, are now eligible for grant opportunities.
On October 24, 2023, City Council amended the Safety Improvement Grant portion of the Downtown CIP. As a result, all commercial, industrial, and institutional businesses/properties within the City of Timmins are eligible for the Safety Improvement Grant.
The City of Timmins will announce when the 2025 applications will be accepted.
Please see below for a description of all the programs:
Building Improvement Grant
Provide a grant opportunity up to 50% of costs to a maximum of $30,000
towards the construction of an addition to an existing building or the
construction of a new upper storey residential units or conversions.
Façade Improvement Grant
Provide a grant opportunity up to 50% of costs to a maximum of $15,000
to enhance the outer appearance of buildings in order to foster a unique
and coherent atmosphere.
Municipal Fee Rebate Grant
Provide a grant opportunity to reduce costs related to City Planning and
Building fees by providing a 100% refund for the following fees related
to the development:
- Building Permit application fees
- Official Plan and Zoning By-Law Amendments
- Minor Variances
- Consents
- Site Plan Control Agreements
- Deeming By-Laws
- Part Lot Control By-laws
- Street Occupancy Permits related to grants defined within this Community Improvement Plan
- 50% repayment on tipping fees at a City landfill site to a
maximum of $5,000 for building demolition where there is new development
proposed.
Parking Fee and Transit Grant
Provide grants for employees of new businesses with a 50% reduction in
monthly parking passes in municipal parking lots and a 50% reduction in
transit fees for monthly transit passes for a period of one-year.
Residents in new upper storey residential units shall be eligible for a
50% reduction in transit fees for monthly transit passes.
Safety Improvement Grant
Provide a one-time only grant opportunity up to 75% of costs to a
maximum of $7,500 towards the purchase of security measures such as
security gates, security camera systems and motion sensor lighting.

CAMSafe is a volunteer-based registry of closed circuit, security video and doorbell cameras, which allows the Timmins Police Service to be more efficient with investigations by accessing registered CCTV availability. It gives Timmins Police Service the ability to quickly find video footage in the vicinity of any crime. Participating is voluntary and there is no cost to sign up.
Tax Increment Rebate
Provide a five-year phased-in grant opportunity for large scale
redevelopment projects (exceeding $500,000) by providing a rebate to
offset the City’s portion of tax increases resulting from property
improvements or new development.

To determine whether your property is located within the CIP area, please view the Downtown Community Project Area for Mountjoy, Timmins, Schumacher, South Porcupine and Porcupine.
Annually, Council budgets approximately $100,000 for these grants.
Completed, eligible applications will be reviewed and approved for
funding by the Community and Development Services Department on a ‘first
come, first served’ basis once applications are being accepted.
